The Highfield Level 5 Certificate in Principles of Commissioning for Wellbeing (RQF) is an advanced qualification designed for professionals who commission care and support services, as well as individuals preparing to progress into commissioning roles.
The programme develops a comprehensive understanding of how high-quality, sustainable services are planned, commissioned, monitored and reviewed to meet the needs of individuals and communities. It places a strong emphasis on wellbeing, person-centred practice, co-production, partnership working and achieving meaningful outcomes.
Who it is for
This qualification is designed for people for whom commissioning forms
part of their role. It is aimed mainly at those who commission adult care and
support services, though the content can also be applied to commissioning in
health, housing, and children's care.

already working in a commissioning role, in a local authority, NHS, housing, or
voluntary and community sector setting.

who provide care and support services themselves, and need to understand
commissioning because they subcontract parts of their own service.

considering a move into a commissioning role, who want a nationally recognised

What you will learn
The course is made up of four mandatory units, taking you from the
fundamentals of the commissioner role through to the full commissioning cycle
and your own professional development.

Role of the Commissioner for Wellbeing: understanding the purpose and
responsibilities of the role.
• Commissioning
Together for Outcomes: working in partnership with providers, communities and
other agencies.
• The
Commissioning Cycle: the full cycle from understanding need, through
procurement, to review.
• Professional Development for Effective Commissioning: reflecting on your own practice and keeping your knowledge current.
Included materials
This course runs live online over Zoom, three sessions a week, two hours each. Highfield suggests 9 to 12 months as a guide for completing this qualification, but our accelerated timetable delivers the same hours in around 14 weeks, about three and a half months. Nothing is shortened or skipped, the pace is simply faster. Short pre reading and activities on our Virtual Learning Environment prepare you for each live session

It is suitable for both people new to commissioning and experienced commissioners who want to formally develop and evidence their knowledge.
How long does the course take?
Skinova Training Academy delivers the qualification through an accelerated programme of approximately 14 weeks. Learners attend live online sessions three times per week and complete additional VLE study and assignment work. The programme still delivers the full 65 Guided Learning Hours and 235 Total Qualification Time hours required for the qualification.
How will I be assessed?
There are no formal exams listed for this programme. Assessment is completed through a portfolio of evidence across all four modules, including written work, case studies, workplace examples and reflective accounts. Your work is internally assessed, quality assured and awarded on a Pass or Fail basis.
